Portal scroll bar not visible

Any tips on why a portal scroll bar would not be visible. It is in the area to the right of the portal and can be clicked on...but, It is not visible...

Well, I know that the scrollbar is colored by the fill and line settings for the portal. Sometimes, I've changed the portal to blend in with the background, and lost the portal in the process. Maybe you just need to 'color it in?'
