When the installer for FileMaker Server 16 on macOS Big Sur is run, it presents a message "Apache is humming. To install FileMaker Server, Stop Apache before running the installer." I know Apache is NOT running because I have stopped it. Yet, I still get the same error message.

How can I overcome this issue?
