Searching entire phrases from a valuelist display

I'm trying to figure out how to make a browse list of personal names (generated from a valuelist displaying all records used in that field) to search for exact phrases rather than keywords. For example, I want the value displayed, such as Jones, John, to search for that exact phrase - "Jones, John" - rather than the two keywords "Jones" and "John", which has the effect of finding records with "Jones, Tom" and "Smith, John" that are irrelevant.

The code I'm using now is:
