Ok, I have a solution that has multiple layouts in one db. It is keyed on the ARF#, category1, and category2. When you enter the ARF#, I want a script that will go to that particular layout based upon the ARF#, category1, and category2.

There is a technique which may be suitable for what you want which I developed for a client some time back, and which I've recently put a demo of on my web site.

The demo shows how you can set a database up so users can select a value from a pop-up menu and then be automatically taken to the corresponding layout.

It sounds as though for your purposes, the script would have to work off a calculating field which determined the appropriate layout based on the values for ARF#, category1, and category2, but which was triggered by selection of the value for ARF#. This should be possible as a minor variation on the technique I've mentioned.
