it is possible to notify all users of a solution to be alerted by simply changing a field value in one related database. Then have that field apear in the header or footer of every layout of every hosted file ...

With the help of a plugin, you can monitor that field and trigger a send message step - but why would you interrupt someoney's work by a dialog box :
