Multi-columnar report

I'm trying to arrange a layout to print a report, sorting values by department, in multiple columns, to converve paper space. Problem is, I can only print across first, then down, which doesn't look right since everybody starts reading down one column, then goes to the top of the next one only to realize that there is a problem with alphabetically sorted data. If I arrange the layout to print first across, then down, I can't arrange sub-headers and sub-footers for each department being reported and printed. (I need the sub-headers and sub-footers to run from end to end across the A4 sheet, you see!).

Please, report-savvies, help!
