How do I filter a Value List?

I have two files. File One contains my sales reps and includes an "Active" indicator (yes, no) for each one.

File Two contains, among other things, a value list created of the sales reps names from File One. But I only want the value list to show the sales reps for whom their "Active" field is set to Yes. I am sure there is a simple answer but it is eluding me.

You are looking for a value list with values based on a relationship. The relationship in this case would be from a constant field in the main file with the value "yes" and the "active" field in the sales reps file.
