Is there a plug in(s) and a script available that would let me replace line breaks, i.e., paragraphs to tabs in an external text file?

A newer plug-in, Troi's File plug-in:

Troi's has the advantage of "replace in place," which makes it much easier to do multiple operations.

It's available for all current operating systems (Mac, Windows).

Another would be the OpenSource File Toolbox plug-in at:
