Is it possible to enable a pop-up list set up in a database table, to function when that table is viewed in a portal?

If you mean, can a field be formatted as a pop-up list in a portal, the answer is yes.

However I'm not sure what you mean by "that table is viewed in a portal." FMP does not support "portals within portals" if that's what you ask.

Well, when I view a database in a portal I find that the pop-up field no longer works.

You need to format the field that's in the portal. It doesn't just pick up the pop-up list automatically.
