Viewing layouts in a database created in Filemaker 2.1

I have a database that was created in Filemaker 2.1. I am now using Filemaker 4. The problem is, the layout menu doesn't work when I open this database. I can flip through all the layouts in layout mode, but in browse mode, the menu doesn't even open up. Any ideas of what I can do?

By menu, I am guessing you mean that the layouts are not showing up in the bookmark. Try this: in layout mode, go to Layout Setup and make sure that the show in menu option is clicked. If this does not do the trick, perhaps I have misunderstood your question.
