Do Portals work with IWP

When I show a portal on my main Form Page and submit data, the portal rows are not consistant. It will show the first 3-4 rows ok, but then starts leaving related rows out of the Form View. Is there a limit as to how many rows can be shown? Ar portals just sporadic within IWP?

Thanks for any help you can give me. Very frustrated.
