Looking for Mailing Database Solution

I'd like to not have to invent the wheel if there is a solution out there.

Does anyone know of a mailing database in which I can import a mailing list, i.e from an excel file or tab or comma separated, name the imported source and mark each record, cull the dupes, and THEN keep track of the found sets that are then mailed out?

I've been working on it , but would like to compare my solution with others if there is one..... Thanks.
