I would like to be able to script having an item in a layout move forward or backward in the layout (e.g. a button or field becomes visible or is hidden). Is it possible to script this?

Absolutely -

You can do this with the portal visibility trick, in that you create a relationship that you can script the true/false result for and the button/field becomes visible or invisible.
