How to do the custom layout for No Access Control

Hello,

I have set up the access privileges for the different layouts in the database.

When I logged on as a user who does not have access privilege for a certain layout, the layout is gray background with "No Access" on it. How do I make some customized verbage on this "No Access" Layout?

Configure browser push notifications
Chrome (Android)
