I wanted to know if there is anyway to close a reccord, not to permit any more inserting data or modifing it, after a precise field is commited.

Yes, you can do that using the Privilege set Data Access and Design for records to Custom. Then set the edit to limited. This will give you a calculation dialog where you define the condition which will allow the user to edit this record.
