I'm trying to script my help button to play a HELP quicktime video specific to that layout on which the user is. I guess all the videos will be in the Help Video file, but how do I get FMP to start Quicktime and play that specific video?

You could put the video in a container field and use the Go to Field [select/perform] script step.
