why login twice?

I assume this is a stupid problem on my part...but when I start up my solution FM asks me to login once, then I do (either admin or any user behaves the same) then it displays a dialog that FM can't share because the network is off...I hit ok then I'm asked to login a second time?

I assume I'm doing something dumb...any clues?
