Sending Email Using Command Line Mailer

I could have sworn I saw a message from someone recently describing a way to use a command-line mail program to work around some of the problems folks have documented with Outlook, but I can't for the life of me find it.

The poster mentioned a free Windows command-line mailer, and a way to handle it on Mac OS X.
