I was wondering if it is possible to create a runtime that will extract data from a FM Server?

I want to set up a FM7 Server on a clients network, and distribute Runtimes to the users as required.

Nope. They ain't that dumb, not anymore. You could use Server Advanced and IWP, but it's a poor substitute, and much more work to design so it works acceptably (and that's to someone with low expectations). It depends of course on: 1. What you need to do, and 2. How many clients? (for the cost ratio). If they buy regular FileMaker for each they'll not be disappointed, not with you anyway, whereas with IWP there will be considerable compromises in functionality and speed :-/
