cant create runtime solution in windows xp

I am using fm dev 7 on windows xp. I am trying to make a run-time solution. I also selected create error log for any processing errors. It seems like all is working, it is a small solution so it only takes 10-20 seconds. But when all said and done, no new folders or files are created. All works fine when making a runtime solution in mac os x.
