I have a client who has installed FM Server 7.0.

I am creating a runtime solution for him using FM Dev 7.0.

My question is, can I install the runtime solution on all of his machines and have multiple users access the fm server files? OR, does my client have to purchase single FMPro 7.0 license for each machine?

For a multi-user solution, your client needs FileMaker client installed on each machine (each with a unique license code.) There's no reason to create a runtime in this case. For 10 or more client licenses, look into volume licensing.
