Creating New Child Records

I have a layout with a parent file (Customer with ID#) and a child (customer staff) file in a portal (related by Customer ID#). I want to be able to click on button and open a new layout with a different child (actions) file (#2, related by Customer ID#) and create a new child record in child file #2.

Situation: Customer file. Customer Staff is the child file #1, and actions for Customer (child file #2) using information from the customer staff file (child file#1) also.

When I go to my new layout, and select new record, all three files are cleared and I cannot create a new action record since the customer file and the staff file are not displayed. When the action record is created it creates a new customer record instead of adding the action record to the current customer.
