Is this possible? Have a nice looking header with two buttons in it with script applied to the buttons. Do I have to recreate this header in all layouts or is there an "Apply To All" function somewhere?

You'll have to manually do it to all layouts.

The most efficient way to develop the interface is to get the design sorted out (tabs, colours, text etc) then duplicate it and modify each one as needed.
