How can I created a conditional Value list

Hello,

I was wondering if someone can help me with this. Basically i have two drop down menu list. One is call Locations and the other is call Program Names.

What I want to do is if someone choose the Location Austin from the first drop down menu, i want to only to diplays in the second drop down menu all the Program Name that contain the words Austin.

i think, it can be done through Conditional Value list but i am not sure how start.
