I'm trying to create a field which presents one of several value lists, based on the value of a third field. Is this possible? How?

See page 7-4 of the Filemaker user guide, left hand column bottom of the page. I.E., you need to use the use values from a field from another file based on a relationship. In your case the relationship is based on your third field.
