Shortcuts to folder could not be opened

I have a server with partition C and D drives. I want to place all my FileMaker files into D drive( data drive), C drive is where the FileMaker Server installed at. When I place the shortcut to the folder in the D drive, I found that files in the D drive could not opened. According to the documentation, it should be okay to place the shortcut to the C:Program FilesFileMakerFileMaker Server 7DataDatabases

But why is it not working for me?
