Cannot host file over the network!!

When the server is rebooted it cannot start Terminal services. When the database is loaded up it throws up the error 'Filemaker cannot host a file because of a network error. Files morked as Mulit-user will not be available over the network (10048)'

I tried stopping and starting the fms service and restarting fileMaker pro but the error keeps coming up. Also, one of the tables cannot be found so I point it to where it is located but the next time the DB is loaded up it cannot find this file again even though I told it where it was last time.

Any ideas?:
