Is there a way to make portal borders with vertical scroll bars more attractive?

So far that only method I've come up with is to make the portal's borders invisible, and position little triangles (I used the Webdings font, in a text label) over the now-invisible scroll buttons. But for some reason, those triangles always disappear in one particular portal - even though I used the Format Painter to copy that portal's appearance from another's.

Thank you for any suggestions.

Check to see that the items in the non-working portal are arranged the same way (i.e., that the triangles are in front of, or behind, the portal) as in the one you've already got working.
