The publishing Engine is not responsing

I've installed first FM Server 7, (with permitted Web publsihing), Apache and Web Publishing Engine. And when I start Filemaker Server Web Publishing Administration Console, it says "Web Publishing Engine is not responsing".

But Server, Engine, Admin Console are in the same host (PC), and I talk to them via "localhost".

Any ideas?
