Access privileges problem

I'm running a simple 2 file database hosted on FM5 Server (on a Windows network).

With all other files on the server I can change user through Access Privileges remotely.

On the DB above I can open Access Privileges but the options are greyed and I can't change them. Even working directly on the server I can't change them.

Any suggestions please.
