Does anyone know of a way to have the first row of a portal to be the empty (New) row? Currently, I can only enter new information into the last row of a portal.

I don't think it's possible to have the first portal row be the empty one. What you can do is, instead of allowing the creation of related records happen with entry into an empty portal row, have a script that creates the related record with a date stamp. This way you can sort the portal by the date/time stamp in descending order and have an empty portal row ready for data entry.
