How do I prevent some users from even seeing the menu bar?

If you don't want users to see a menu bar at all, then you should use kiosk mode. If you just want to disable all the menu items, you can do that with privileges. If you want to customize menus in v7, you need a plugin. If you upgrade to v8, you can do it w/o a plugin.
