related tables don't relate...PLEASE HELP

I have been developing this database for a year now and have figured out a lot things I needed to get through, but I just don't get the problem with my relationships. Prior to starting this project I never used Filemaker so I really don't know what I'm doing, but I have put a lot of time into trying. I am attaching the file in hopes of finally understanding what I'm missing. In the layout named Interface_manage it would be nice if only related records would display.

I put the match field SiteFilter_code from the table Site_Doc_People on the layout, when I change the value, the portal changes. So the relationship between the TOs Site_Doc_People and SiteFilter works. I suspect it isn't using the fields you want to match.

If I'm off base, please explain exactly what data you are trying to match in the two tables.

It sounds like, from your responce, that I need to do one more step to be able to display the records like I want. I am looking for the display to show records from each table based on the code matching.

Each table has a field named CODE and the code name should bring the data together in one layout so you can see who the contacts are and what documents are related to each of the sites and and contacts.
