File Missing Error

I am having trouble creating a relationship. This would be the sixth relationship in the database -- the other 5 work perfectly.

This is not a <File Missing> error on a layout, but in actually defining the relationship. When I go through the process of creating this one -- I name the relationship, select the file to relate to my master db and even choose the match field -- then I click OK to create the relationship and in the relationship dialogue box I see <File Missing> for the new relationship.

Any ideas what could be the source of this??
