Problem to Create a Popup Window in Portal Control

Please First Download Interface Image (interface.jpg).

Can somebody help me how I design and create popup window in left panel. In figure you can see on left side there is list panel which display client list. I want when I click on any client then its shows a popup window as shows in figure above with white color with project list (only shows those project list whose status is under âDevelopmentâ). Please help me how I get this little objective. Whether there should be any script.

Please reply back me as soon as possible.
