Offshore ISP'S in Caribbean?

Does anyone know of a good resource, ie website, publication or just has knowledge of countries in the Caribbean that have good stable internet service providers and that have no problem with VoIp? I am looking to establish some legit busines ventures and am drawn to countries near the US that have lower wages and are preferably English speaking. Belize would be ideal, but the local ISP doesn't allow VoIP and calls to the US are prohibitively expensive. I noticed that Napster is based in Nevis, West Indies. That's about the extent of my knowledge. Also, is it possible to bypass the local ISP infrastructure and connect to US, ie; via satellite? I've checked pricing and it seems very expensive. Any feedback would be greatly appreciated.
