Using a Relationship to hold data

I'm using a relationship, but it's probably not the best way to do this, so this is why i've brought it up to everyone on the board. I'm trying to figure out a way that a FM file is a holder for a counter for the number of e-mail's that go in and go out. Right now i ave a single record in a counter file, consising of all globals. This works great, but i'm the data doesn't transfer between users and is erased when i exit. I'm looking for a way that all the users can access the information, edit if they need to (via script) and reset. And i want the data to stick around (keep adding up) until i reset it.
