Can someone please walk me through setting up my FMS?

Am working with a Mac ServerG5 with OSX 10.4

Until now I have been opening a single File on the server and sharing it remotely. There are about 5 users at any given time, so it works OK. But the FMS does not seem to be running. I cannot connect to it via FMS Admin. When I try to connect, it gives me the message that the FMS is not running and would I like to start FMS and then connect. I press yes and it thinks for a moment, then asks me again. We do this dance for hours.

Can someone please help?

... try re-installing it... or applying patches... this usually seems to solve the problems...
