Security Database Migration

Back in the day, i used to use a Filemaker Security Database to define access for users to multiple files served on a FM5 Server. Today, I see no such option. While there are other, and probably better, solutions to use, in my case I only need about 8 user accounts with all different levels of access. Its not really worth setting up a Windows Domain relationship, etc. I have about 10 different databases and I want all of them to have the same user accounts and passwords, etc and I want the users to manage their passwords. Any help would be greatly appreciated. Thanks!
