Checkboxs not working

I have a field that is defined as a checkbox set for a particular value list. You can check the first two boxes but that is it. The list has 6 items in it. I have checked the privilege sets, and they seem fine, but the strange thing is that you can check all boxes when logged in as an administrator.

Any ideas? Thanks for your help.
