How do limit record viewing for some, but yet allow other users to see all of the records.

For example.....Everyone at corporate office can see all records...but people in individual states can only see thier records?

I've read posts on how to do it strictly by account name...but I have to have some people with full access.

Give them different privilege sets. The privilege sets for the corporate office allow viewing of all the records. Those for the individual states have the restriction. How you set the restriction test is a matter for you to decide as the developer.
