I know they had problems licensing pdfs for runtime via adobe,

how about somthing based on ghostscript , cross platform , open source ps to pdf capabilites

you can still creat a PDF, you just can't "Save as PDF" you have to Print as a PDF.

I believe this makes the file much bigger also.
