Layout edges do not accept moving of fields

I have a layout with color in the body section. In layout mode this color only goes over to the page width, then it is gray.

The problem is new to FMPro. When I try to move a field or object to the gray area it won't allow me to. Likewise I can find no way to expand the area so that it will accept these changes.

What gives?
