I have installed FileMaker Server and three remote applications. At my office I set some passwords. When I tried to change access privileges from one of the terminals, Access Privileges did not show in the menu under File all I saw was Change Password. How do I get to access privileges.

Access privileges (built-in passwords) cannot be changed while the file is hosted by FM Server. You'll have to down the host and open the databases in a copy of FM Pro, make the changes, then open them again in FM Server.
