How to Stop Exporting while Maintaining True Relationship between databases

I have a problem - and I find this annoying - I have a number of databases with relationships between all - when I try to stop the export feature in the security area - I find that I can no longer create records - it comes back and tells me that I have insufficient privileges.

I want to be able to stop users exporting however, they must be able to create records - what is going on.

Can anyone put some light on this for me.
