I know, an odd question but just to be make this clear:

Can FMS7 serve FM8 (or 8.5) clients as they use the same file format (fp7)?

When purchasing FM8.5 you probably have to upgrade to FMS8 as well. I understand there's no server 8.5 in the frame or is there?

Yes, FM Server 7 can host FM8 and FM8.5 clients, BUT:

1. Some new server side functions won't work for the FM8.x clients (can't remember which.)

2. The new date/time search patterns won't work.

3. There are definite speed and stability improvements that make FM Server 8 a worthy investment.

Your best bet and most stable configuration is FileMaker Server 8.0v4 or FileMaker Server Advanced 8.0v4 with either FileMaker Pro 8.0v3 or FileMaker Pro 8.5v1 clients.
