Is there an easy way to have it so that when I double click a related record from a portal it will open that record in a different specified layout? I don't see any simple way to do this in the portal setup or behavior.

I tried to search for this in the forums, but it's a bit hard since I can't sort the search results by relevance, only the newest records come up at the front, but I'm sure this has been asked before. Perhaps relevance can be added to the searches in the forums so more questions are not duplicated. Or if I'm missing how to do that, let me know.

You can have this happen when you single-click a button in a portal. Use the Go to Related Record script step and it will do everything you are asking.
