One Menu to rule the database.. on theweb...

I'm publishing my database with the web viewer, and I have lots of different layouts that all use the same menu I created for users, but I don't see how you can make one menu that all the layouts will sync with so that if i want to change something in the menu i don't have to change ALL the layouts. Is that possible? Or am i doomed to copy paste the day away... Thanks for any help!
