Viewing a .gif in Webviewer

I have a database of records, each record has a serial number assigned by the registrar. I use a get function to first find the corresponding record at the registrar's site, then it locates the image associated with my record. The image is different for each record.

I am using a webviewer to see the images, but it's a bit untidy. Some images are larger than others, horizontally and vertically and so the user must use the scroll bar (or the webviewer must be set quite large and consumes too much layout).

Is there a way to tidy this up? I would like the image to always appear as one size, perhaps as a thumbnail inside each record. Am I stuck with the size, position of the gif in the webviewer?
