Has FM 9 improved the Tabs or do you still have to use a work around for going to Tabs like "Nested Tabs"?

"Yes" to both.

Tabs are improved, and you can use those improvements for your nested tabs. If you've got a lot of nesting, you might check out Ray's TabMeister demo:
